I chose the os2008 option to download and install the new garnet vm. (I run os2008, NOT diablo yet.) Application mgr offered to update the vm, and then said it could not, due to these "package missing" problems:
libfreetye6 (>=2.3.5)
libglib2.0-0 (>=2.12.12-1osso10)
libhildonfm2 ((>=1:2.0.5)
libosso1 (>=2.16)
What do I need to do, to install the new emulator?
Diablo was release after initial release of OS2008. Therefore you need to update to diablio by flashing. After update to diablo, I was able to install Garnet VM beta 3. That is how I solve the problem.

I am getting the same error trying to install the program for the first time. And I was wondering why are these files always required and yet we can't just find and download them?

Mine says; Maemo Linux based OS2008 version: 2.2007.50.2. So which one do I have?
Mine is 4.2008.36-5 which is installed about a week ago.
I was struggling with the same problem since garent VM 3.0 came out. For same reason, it did not work with the older meamo.
