There is an app called Camera. Look for it in Application Manager.

Skype doesn't use it (shameful). RTComm doesn't use it for MSN, AIM, or Yahoo. Fring doesn't use it either. And using the camera pointing towards me instead of other things makes my use of it very low with the Camera app.
Highly under-utilized. And Skype has not upgraded since 2007.
