Nokia branding logo indicated this device will be primarily used in portrait mode (logo on left had side) so I say no, this isn't it.
Or maybe this IS the device that sprouted the N900 rumors (and thus fits all of the mock-ups and rumor info we've seen in the last few months) ... but is not a Maemo phone (ie. not actually an N900).
Or maybe some of the changes they've made for the new version of Maemo include screen rotation, and thus portrait mode is now supported. For a phone (Maemo or otherwise), I would expect a lot more portrait mode support.

Portrait mode exists in Fremantle; but it's not pervasive (or free), and most apps are still expected to be landscape. I'd expect any phone-type features to be using portrait (as you say), but everything else to pretty much be landscape.
Interesting that the photo yerga posted has the standard Nokia N-Series device label of a prototype: N00 (see this N810 prototype).
