well, in my palm days, I used to use MochaPPP to make a PPP session over bluetooth. If you can make the tablets accept this PPP bluetooth connection, you are good.

You can also try DUN or PAN bluetooth on the PC.

If you are not forced to use a USB or BT link you could use a USB wireless dongle to create an ad-hoc network between your pc and tablet, then bridge the networks in XP.
