The whole cycle of announce and release should have worked out the factors of beta testing and bug-fixing etc in that time period itself. But I guess this is where large companies suffer most - its inability to change its operational models quicky to adapt to changing markets.

Yep and unfortunately Nokia has demonstrated an extremely poor ability to adapt to the market. Sure it's still selling a lot of phones but its competitors are running rings around it. Devices like the Droid are announced and then available for purchase very quickly with reviews and all.
We're now in the first week of November and Nokia customers still have to rely on retailer dates because there's no official information. People in different markets have no idea whether they're getting the product anywhere from next week to 2010.

Also their selected REGIONs will not helping their marketing. NOKIA getting more dummer every year somewhat.
