But, would it be possible to hack the Peek so that it could be tethered to a NIT and provide data service?
There's an 'official' hack-site for the Peek but it mostly goes into things like how to use Google Voice on the peek, etc.
Note: The Peek Claasic device can now be bought at Target for $4.95
Note 2: The company is looking for people to help them develop an alternative OS for the device (they mention Linux in their post) - that would allow for more apps to be developed.

If that would happen...then $300 for life-time email/sms/etc without the need for wifi...suddenly seems rather tempting.
