what is the functionality of the led lights, I can see a setting for it in the display menu but when I check or uncheck it I do not see any changes. Does the tablet has lights on the navigator?

the led lights you are talking about are on the upper left button.

But what do they do when turned on as i cannot see any light when set on

If enabled, the blue LED surrounding the d-pad will blink once or twice a minute whenever the screen is blanked. Currently the LED functionality is of little value but may become more useful in future firmware (eg. to signify new mail, new chat etc.)
