I had deliberately turned scroll bars off (I think you do it in opera.ini, but I can't remember for sure) because they're just taking up screen space to no useful purpose.
Incidentally, opera.ini doesn't seem to be one of the "settings" that is backed up when you do a backup. When I restored everything after installing the updated OS, Opera had gone back to tiny 7pt text. Luckily, I had a copy of opera.ini in my Documents folder.
