The radio will be on for sure, but it will not be polling on the 3G frequencies. This means that you will use less power, but you may still be transmitting data.
Isn't it working like on Symbian where I can set "Offline Mode" (which quits every connection) and then when I want to use WiFi it asks me if I want to use WiFi even if I am in Offline Mode?

Not quite true. Your phone will die pretty quick if you don't disable the cellular radios. I'm constantly indoors at school where I get no signal. I found that my phone's battery will die very quick if I leave my phone polling for a 2G/2.5G (I disabled 3g mode). I found that switching it to offline mode helped alot! Whenever I walk out of my classroom I simply switch back to normal mode.
I think there should be a new feature that would allow you to make connections during offline mode (Like in Symbian S60) only if you request it to. This way your GSM radio will be disabled and there will not be any rogue apps turning on your wifi.
