Hi, does nyone know how to test and debug command line programs in the emulator without packaging them. I don't see anyway to start osso-xterm and then the program from scratchbox.

Just run them from cmd line in sbox console (the thing you get when you do /scratchbox/login ) ;-) Its no different than testing any other *nix command, you just type it in and shove enter. For debugging needs there is GDB, as in 'gdb /path/to/your/cmdlineapp'.
