I fear daleks in particular would be a problem for this reason.

What about having different colors of liquid?
2 Entrances, one red, one yellow. 2 Exits. The tubes crosses. You have to handle everything in the right order. DON'T MIX IT! Or the color will change and the Liquid can't pass the exit.
In higher level: You have 2 Liquids. one blue, one yellow. And a green exit. Mix it to pass the exit with the liquid!
Next step: You have 2 Liquids. one blue, one yellow. And 3 exits. Blue, yellow and green. You have to put a plenty of water to each exit. Don't forget one exit. Or you can't reach the next level.
The Story could handle about a new Bar Mixer machine or a chemical factory. (and you're the overworked employee in the night shift)
Edit: I changed the yellow into orange in the text colors otherwise nobody could read it!

One thing I think would be cool: break this down into maps and components, so that ultimately there could be a level designer that possibly even worked right on the device.

Seriously though, things are a bit hectic here (deadlines coming) so it will be a while before I can help (not that everybody should wait for ME®)
Maybe people with ideas could make some drafts with pen-and-paper-gimp-photoshop-paint how they imagine the levels, elements, tasks etc.? It's easier to discuss if we can see it

Pretty much a straight ripoff, in other words, just more fluid, obviously.
These daleks should probably move a lot slower than the player(s puddle of liquid), though. (The original is not realtime, but turnbased).
edit:
So, this is not so much about a level, but about having access to a "monster" with dalek-like characteristics. If a level designer puts just some daleks and the player on an empty level, we get the liquid daleks clone. on levels with walls and stuff, the daleks could follow the walls in the direction that is closest to the bearing of the player. No pathfinding, in other words. They would easilly be trapped in corners. I don't have any clue about what, if anything, they'd do when encountering drains, wheels or ... teddy bears.
