On my Nokia phone - I have a options tied to the "Charging" profile.
Particularly I have set up backlight to be be always on when charging.
I wonder is it possible to be done on N800?

In general something like "power profiles" might be useful - each profile has options related to device power consumption - back light level, wireless connection(s) allowed/disabled and processor frequency.
You can switch between profiles manually (ie switch to "low consumption" when battery is low) or automatically - say when you plug the charger in.

Well, there's something *like* that. It's not quite the all encompassing thing you envisioned, but it's better than nothing and it "works for me" (tm). It's called acmonitor and it lets you set separate backlight brightnesses and timeouts for ac power vs battery power. The first thing to do is follow the instructions here to add a couple new time limits for the backlight.

Then, later on in that same thread there is a link to acmonitor: link
Install it, then set your brightness and backlight timeouts while plugged into AC, unplug and set them to something different. It's been working great for me for a couple months now and is one of the first things I do when I install a new firmware. Hope this helps.
