brand new n900.
memory for installable apps is already full.
this is fresh from the box, updated to the latest firmware.
i only have 114mb memory free in apps memory.
ive tried flashing to an older version of firmware but still have the same problem.
HOW DO YOU FIX THIS?

Doesnt seem like that could be a brand new N900 then - you or someone else must have installed something. As a rule it goes into /opt - so check there for data.

if he is talking about setting->memmory->memory for installable applications(thats what i guess) this should me ~2gb free.....
i dont think he is talking about rootfs as he is naming it memory for installable applications..i doupt he knows the existence of rootfs at this stage.
