Why is that? IS there a problem in keeping develop enabled.

The applications in extras-devel are for the developers of the application to test things. These applications can brick your device.
The general advice is, if you're going to install something from extras-devel be prepared to reflash your device if something goes wrong, and disable the repository after you've installed it unless you want to install untested versions of LOTS of applications.

Once the developer of the application deems them stable (s)he'll usually put them into extras-testing for community testers. These applications could still brick your device, but it's more rare.

Once the applications have been thoroughly vetted and tested by quite a few people then they'll go into the standard extras repository.

Two things that I currently cannot stand about the built in pdf reader.
1) no custom zoom levels, preset levels at 50, 100, 150%. No good for me.
2) would like to remove the scroll bars or at least make them transparent to maximize screen space.

Can Evince do this?

The evince thread explains it. Use ctrl-enter to get out of full-screen mode.

Feel free to vote for that ticket (but please do not add "me too!" comments, thanks)
