Perhaps there is one feature that might count in making the decision between the two: delta-rpm. That would vastly decrease the time taken for updates especially on smart phones.

The package formats are actually entirely different.

What's not so different is how it works as seen from an end user's point of view. So end users are fine in any case. The developers may still want a say, because from the developer's point of view there are differences that matters, depending on what you do.

I'm not speaking entirely from end-user's perspective. Under the hood those really are different but that's beyond the APIs. Having packaged software in both formats my personal opinion is still that those two aren't all that different at least from package maintainer's perspective (you know one, you'll learn all of them in a day). Of course the transition requires work thet shouldn't be overlooked.
