I'm on T-mobile USA & PR 1.1.1. Can't find Nokia messaging either.
edit: I started the phone with an inactive AT&T sim card. Nokia messaging was now available. I set it up, then switched back to my Tmobile sim card.
Got the idea from here: http://talk.maemo.org/showthread.php?t=42619
So the solution is to temporarily use a non-Tmobile USA sim card in order to setup Nokia messaging. Seems like Nokia disabled its messaging service for T-Mobile customers.
