The "hardware" portion of the upgrade is still being rolled out...supposedly complete by year's end (e.g. router modules, line cards, fiber runs, etc.).
I've experienced 7/2 speeds in Philly and DC, but live in the DC\Balt. corridor, and used to get consistent 930/340 speeds. As of last week, I now get 1.1/730 at the house.
