This might be a stupid question, which would make me stupid.

Is it possible to launch the browser from the command line (with a URL as a parameter)? If so, how?

Two ways:

Do "browser --url=URL" or use its D-Bus interface. Look at the script /usr/bin/browser_dbuscmd.sh for this.
