I think you can download the Deb files from your computer, then transfer them over to the phone and open them with the app manager (never tried, but people say it works).
It does work, but is suboptimal and slow as you'll be chasing dependencies down all the time, defeating the purpose of having a package management system built into the phone.
It's also not recommended, as it'll probably leave a mess.
