This screenshot looks like the tablets-dev site.
However, tablets-dev doesn't look like this. Checked it just to make sure. The HK version is not there.

(Or is the site evil enough to filter by the region where the IMEI was sold?)

Same version number. But unknown yet if it's really the same version.

it would be interesting to see if any of the bugs found in the leaked release appear in the HK release too.

From what I understand the leaked version isn't a copy of the HK firmware as there is no chinese language support.

If he does have a HK IMEI, why's it showing him the older version, which apparently never released?
