i mean - did you get the n900 re-flashed with the leaked fw or did nokia do it behind closed doors at the service point ?!
It seems that the stock N900 in Hong Kong is already installed with the same version as the leaked one you mentioned, with more regional/language. So I think I'll not reflash it near future.

If that's the case then Nokia is somewhat responsible for your mishap. I bet Nokia Software Update has the ability to re-flash 1.1.1 instead of 1.2 and disable gsm radios too...

I suspect that the flashed firmware might not be responsible for the sim-locking.
In Hong Kong, mobile carriers have quite restrictive measure on the use of non-compliant phone. Therefore, It's not unusual to have sim locked after reflashing some devices.
We' could request mobile carriers to provide us the unlock code given that we can provide IMEI. It takes time though.
1.0, 1.1.x, and 1.2 all have different gsm modem firmwares. It's by design that you're not able to downgrade that part of the phone. It has nothing to do with SIM locks. When you flash to a previous version it just has no way to communicate with the chip.
The device was purchased on 1-May-2010, the launching date of N900 in Hong Kong.
I flashed the latest firmware (http://tablets-dev.nokia.com/nokia_N900.php) as soon as the battery was full, and ***BOOM***, the device cannot recognize the sim card. It was effectively bricked.
It seems that the sim requires IMEI unlocking for this region. Since I couldn't find a quick way to unlock the phone (N900 is still too new for http://unlock.nokiafree.org/) , I've to take it back to the shop for replacement.
I know it's no longer relevant as you've fixed yours, but in theory you should be able to flash the latest HK firmware available on http://tablets-dev.nokia.com/nokia_N900.php and once that's on have Nokia Software Updater (NSU) update you to the latest version (i.e the one that came with the phone).
As I said this is just theory as I don't think anyone has tried it yet.
the hong kong version of pr1.2 has some serious bugs which more or less make the phone unusable.
so people there is no need to envy the cantonese, their phones are more or less fxcked in strong like environment.

well i havent actually use a hong kong n900 before, but from what ive seen on the web, the worst bug by far is :
when you have the N900 faced up in an environment where light is very stong, the screen will turn itself off, and until you put it into a darker environment, the screen will stay turned off.
covering the light sensor doesnt work because it will think you have your face close to the phone.
