OK I think I found it!
I looked for an app with some python components and found "Dial Central" had something called "pythion alarm". I deleted the application (which was not running... but had a shortcut on the desktop) and it looks like it stopped all data usage!

Then I did it again without being in "sudo gainroot" and got this:
