Yeah, but the N900 is even higher end and so should be even more capable

I doubt Ovi Maps 1.x for Maemo is based on Ovi Maps 1.x for Symbian. It was presumably written from scratch and there is no reason to follow the Symbian version numbering in terms of what features to include. It just plains sucks. I don't see why search needs to be online when there is already POI data within the downloaded maps albeit some of them may be out of date. But forcing you to use online search and then having it fail most of the time because "Search is temporarily unavailable. Please try again later." makes it suck even more.
