Would it be possible for someone to develop an application as stated above?

Essentially, you select a number of contacts on your list (or all, if you wish) and when they sign in on any IM service, a notification balloon appears on the phone.

This would be extremely useful for me as I'm not always in my contacts list or on my desktop so can't constantly check if the contact is online.

Apologies if this has been asked before and/or is in the wrong place. I attempted a search but couldn't find anything.
