I can't believe it eluded me for so long, but the problem was that the 'quality' setting was commented out like so:

So I decided to experiment with another setting that has been commented out in the config file:
removing the # in front of 'element=ipp' seems to enable some form of noise reduction post-processing, as can be seen in these two screenshots taken from NeatImage:
element=ipp set to off (#)
element=ipp set to on (# removed)
Note that this is without any noise-reduction applied by NeatImage -- the screenshots simply show the plugin's analysis of the image file's noise patterns prior to creating a noise-reduction profile.
The difference is most noticeable in the chroma noise seen in the two bottom panels (Cr and Cb), but you can also see some smoothing in the Y channel.
I'm not a fan of the results, but some folks might prefer having the camera do a bit of NR on their photos.. especially if they don't have something like NeatImage to do their own NR with.

Classic example of arbitrary Nokia decision making. Couldn't just fallback to the no brainer of tagging with lat/lon if network isn't accessible, could you Nokia?

Speaking of which - after playing up with config, my pictures (wide screen mode) are all now in 2560x1440 vs 2576x1448 before. And the size is on ly like 500 kb.
Strange, because I've also tried to put the "quality" up to 120, but it wouldn't change.
Anybody know the "max juice" configuration of the file?

JPEG supports over unity compression if you implement it in the compressor. In the JPEG Group's lib, loss of high frequency is quantified by this number but it's by no means a percentage. Plus, it's entirely in the implementation and not standard. Apple used to use 0-4.
Though I have to ask: since we have raw and JPEG in free FCamera, and the fcam suite, why is this still an issue?
