If you have been following Bugzilla, bugs have been getting closed as "fixed in the next public update" ever since PR1.2 came out. So yes, there will be a PR 1.3. Nobody knows when.
As for the symlink on repository.maemo.org... Note that that's a symlink in *extras*, i.e., in the community repo, not the Nokia one. That symlink could've been made months ago or never made at all, and it wouldn't matter to Nokia either way.

Then look at the final comments on those bugs. You'll find notes from Andre Klapper to the extent of "This bug was fixed in the internal release v. X. The fix will be part of the next public release, the date for which has not been announced."

I don't think that says the OS is built in QT. Rather that they're QT compatible so they can run QT apps. The only OS I know of that will be built with QT is Meego.

Qt (note the lowercase t) is a run-time, it is not something you use "to build" an OS. It sits on top of an OS, any OS, that's it beauty.
Qt will come as standard with Symbian^3 and Maemo/MeeGo. Qt can be installed on earlier versions of Symbian S60 using the smart software download facility.

soon n8 will be out in the market..so we will be getting the same maps on the n8 ported to our n900 coz its qt based..so we will hopefully have free navigation and better maps..
I wish the maps are out soon, as per Nokia ovi map developer's blogging site it only says ... be patient.

I'm pretty sure that an OS' GUI can be built with gtk or qt (which is what I'm wondering about). But I could be wrong about that. But you are right how it's a set of runtime libraries included with the OS

Ahh, you need to sift through the window manager vs windowing system flame wars first. : ) That'll give you a better appreciation for what things like Qt and GTK actually are, but also just how delicate the minefield of terminology can actually be.
