I've already said this on some other vsync thread, but...

By the time an application enters fullscreen mode and compositing is disabled, there is no longer any closed source component involved in the graphics stack.

The issue here is that "smooth scrolling" needs changes on nearly every component of the graphics stack, including applicatiions (or at least animation toolkits/libraries). It is probably not worth the effort.
