hey guys is there any application that would tell when the phone is charging what percentage is the battery now ? so if its 80 % or so and im in a hurry i can unplug it and take it

it is probably impossible because while charging the percentage (based on voltage curve) would always be 100%

Just out of curiosity, is it possible by any means to make the device not charge even though it is connected to a charging source?

With "hal-device bme" or similar command you can get cur voltage easily, but as ossipena put it is far from lineal (quicly goes up during charging first stage).

The rest of values from bme seem to be either garbage or "last known good" ones.

just thought it might be like the laptop with charging percentage !
