This largely means nothing for most people, as it will not include power management (poor battery life) nor will it have a GUI for configuring 3G data connections.
It will, however, be API complete and customizable by anyone who wants to fill in the gaps for their device. At least that's the goal.

That's an absolute shame! I thought Nokia were helping MeegGo with the implementation?
The problem was wall charger charging where we found some upstream kernel bugs very late in the process - they're fixed now (verified this myself), but due to the release process, it won't make into 1.1 release, but will be part of one of the 1.1 updates. USB charging works fine.
Breaking a code freeze on kernel this late in release process is a bad idea and it was determined not to be a blocker.
