You could use telnet:
Code:
telnet google.com 80
will check port 80 is open and reachable on google.com.
Or you could use nmap....

nmap is a great idea, but you could also try this to test your ISP:

Dunno how well that runs from a n900, but could be interesting to try.

Running nmap on your isp could get you in a lot of trouble.
They may see it as an attack or attempt to breach security.
