Not on a N800, but I have seen that on some Nokia phones. With those it meant that the charger was shot.

Can you try a different charger/outlet?

I would also suspect the power adapter. I was trying to use a portable power source for my n800 (a Li-ion battery intended for digital cameras) and even though the voltage and DC plug matched the n800, it would result in the same "Not Charging" message on the display.

I'm using a standard Nokia charger (old large plug) with a CA-44 apt, It charges my E50 and a N95 fine....

If I try my old Nokia charger with the CA-44 then I get that message ("Not Charging"). I figure there are old Nokia chargers and then there are old Nokia chargers: Some of them provide a too low voltage level for the N800. Mine certainly can't be used.
