The phone app causes this to occur.

When you make a call, the minimum frequency will be raised to 250.
When you finish the call, the minimum frequency will be returned to 125.
I think it is save to assume that the phone raises its minimum frequency to make sure the phone can cleanly deliver a phone call.

As we are all now overclocking, this is unwanted behaviour as the phone app doesn't care about overclocking. So if you set your minimum frequency higher then the phone app messes things up.

Put in
Code:
/sys/devices/system/cpu/cpu0/cpufreq/ondemand/avoid_frequencies
the minimum frequencies you don't want to use.

for example
Code:
125000 250000 500000 550000 600000 700000 750000 805000
With avoid_frequencies set even when the phone app resets your minimum frequency the kernel will not use them.
To show time spent at each frequency, type in XTerm
Code:
cat /sys/devices/system/cpu/cpu0/cpufreq/stats/time_in_state

I think you need the new camera drivers from here if you use fcam.

dude you really should look more often whats going on at TMO.
we have here actually 1000000 posts in 10000 threads about not working cameras.
anyway,
the solution is uninstall EVERY non nokia camera app like blessN900 or fcam.after clean uninstall reboot and everything should be fine.

Yes and yes. These links will answer most questions:

to save your kernel settings:
kernel-config load lv
kernel-config limits 250 900
kernel-config save myprofile1
kernel-config default myprofile1

the frequencies and the profiles are examples, change them with your favorite ones

You need to be root, install rootsh

The easiest way to control overclocking, for me, was to use Queen Beecon Widgets to change how I overclock.
