Perhaps a good approach for this would be start by developing a website for people to host their profiles, preferences (do's, don't's, maybes etc), geographical coordinates where they usually can be found (home, work, clubs etc), a a live coordinate (like on those sites that already do it for less naughty purposes) and any other usefull data, and provide an API for searching and reading profiles, as well as editing your own, and sending messages to other members etc, ideally having the system be acessible both via the internet as well as by sending and receiving SMS's.
Check out the "Grindr" app for iPhone. It does not work on any other phone, however, the website has indicated they are working on alternate platforms and have a "Request Grindr for 'whatever' OS".

We still have no firm feeling for the proportion of the male population which are animals,
but anecdotal evidence points firmly toward high numbers.
I am sure that one of the three females who own n900 could probably
shed some light on this as they probably know better about

The challenge would be to do something P2P in stead of using a central database server.
