I'm not saying that restarting the phone is a big deal, but when running on 1Ghz every reboot eats up around 8-10% of the battery. I'm not joking it is really that much.

Therefore it is not that rebooting your phone uses a lot of battery, but rather when you reboot bme makes a new estimate on the charge level of your battery.
Oh, and when I take my phone off charge it typically reads between 92% and 96%, I have seen it at 98%, but so long as it is in the 90s I'm not concerned, after all overcharging the battery will just cause it to deteriorate more quickly.
