It'll need to be connected to the internet somehow in order to update the catalogue when you re-enable it, but it doesn't matter whether that's wifi or 3G. The only other thing I can suggest to check is whether you're out of disk space. What's the output from running "df -h / /home" in X Terminal?
I connected via 3G and went through the steps again, but still nothing.

Your /etc/apt/preferences file is invalid. You'll need to edit & fix it (or remove it) - it should have sets of the following:

Pin:
Pin-Priority:
From the error message, either you're missing the Package: line, or there's extra blank lines in the wrong place.
i moved preferences to some other name..it works fine..is it safe to remove preferences file?
It's safe, yes - the preferences file is used to prevent specific packages from being replaced, so removing it will just mean the official packages will get reinstalled if they're replaced. From the look of yours, you're running a modified hildon-desktop though, so you probably just want to remove the lines above "Package: hildon-desktop" to prevent it from being removed.
