Of course I haven't received any notice that I can use it.
However I also entered my email to be notified when I could buy it online at regular MSRP, and I haven't gotten that notice either. I've heard patience just tends to make you wait longer than everyone else.
Also note as Anidel points out you can't use the maemo discount over the phone (tried that too). Over the phone they can only give you the (upto) 75$ discount so I've heard. (they offered me $50 rather quickly)
I wonder if they had a production run of units that got shipped and then they found a problem?!? That's why you could order it and they will give you a discount so that later when you have to update you feel compensated for the trouble. And they don't want the Maemo folks to get the less then perfect version?!?
(I doubt that's what happened but ... but at least that thought will give me a little piece of mind. )

The original email said that they would notify us when the code and store was available to use. Since we haven't received that email yet, I'm not surprised that nothing works yet.

I'm not working right now and I feel tired to do anything other than browsing around today...
So the official press release is out, shipping in the US. Any word on where we can use our discount codes? It's not showing available on nokiausa.com yet. Boo.
Discounts still not working as of this morning in the US. Still getting the gift card has no balance.
On the positive side, I've been reading that some of the apps aren't ready (such as Skype). So I'm not sure I'm overly juiced about getting one today.
From all the press, product descriptions, and blogs, I'm not looking to be able to use the discount till after the Thanksgiving, it might not be till December now.
It would be nice if someone in the know would post some facts instead of a bunch of us Techies speculating about it.
