Basically, the program I made uses gstreamer.
Do I add gstreamer as a dependency?
How? Do I add it to the control file? Build-Depends:?

Build-Depends are for dependencies required to build the package. For run-time dependencies you want to add them to the Depends: line in the Package: section(s) of the control file.
