Heh, Dany is right, you got mixed up.

Also, you don't need the delay, the run command waits for the kill to finish in a script.

Here:

$ cat /resys.sh
killall klogd
killall syslogd
rm /var/log/syslog
klogd
syslogd
$

No issues, rm works right after kill. Note klogd is superfluous, syslog also starts klog iirc.
