What if you try to launch the widget form the commandline?
Code:
python2.5 /usr/lib/hildon-desktop/shutter.py
Helps in debugging, as it shows in the commandline if something is missing and what the app did (or tried to do :-)

that works .. can see the widget on the desktop and the ir command works too .. but as soon as I Ctrl-C or close the terminal, the widget is gone from the desktop ..

output on Ctrl-C for your reference:
Code:
CTraceback (most recent call last):
  File: "/usr/lib/hildon-desktop/shutter.py", line 117, in <module>
     gtk.main()
KeyboardInterrupt
HTH ...

That's normal You shut down the process by doing this ;-)

Just to make sure: if you go to edit mode in desktop, then select "add widget", there comes the list of widgets (e.g. Ovi, RSS). There isn't one called "shutter"?

What if you go in X-Term and do:
cd /usr/share/applications/hildon-home
ls shu*
Does it list a shutter.desktop file?

A reboot should not be needed, but perhaps you can still try if it helps.

On my FW44, it looks ok (but that device is a dev-mess anyway :-). However, I haven't the cam to test it (just "found" a D300 at the office, but that beast doesn't have IR...)
Have to do sudo gainroot before irsend list "" "". For root it Now shows Niko in list. Shortcut still gives same error.

I Have nikon D70

Testers: please always post if you already had IRreco or QTirreco installed.
(They aren't necessary, but perhaps changed something on my system that I used to develop)

After reboot works. So needs maybe some work or at least notation about this.

.edit
I mean the shortcut doesnt give an error. I do not have right now camera here so I will test that later.

..edit
And shortcut icon needs some work. It's surroundings are not transparent.

...edit
Thanks a lot for your contribution.

There are many different Rebels, I did not mention a single Camera. Didn't mean to get you upset, but everything mentioned here so far are for Nikons.
