I was wondering if it would be possible to emulate windows mobile 2003 or windows mobile 5 on os2008 or kde with the intention of running tom tom navigator on the n800? If so, the n800 would be able to do everything I want it to!

Thanks for any advice.

In theory, you could be able to nativelly get TomTom Linux/ARM binaries running on a N8x0.

You can let TomTom communicate with N8x0 over BlueTooth for e.g. GPS, or other way around. You can run KDE on N8x0 via Debian.

You can forget Windows 2003 its far too bloated for the NIT. I don't know about WiMo 5, I doubt there is a emulator for this available.
