I tried to install maptile loader 0.3 (ecoach-maptile-loader_0.3_armel.deb) but it gave an error "Incompatible application package". I downloaded it from garage.maemo.org. Does it mean the .deb is currupt or I have the wrong packages ? Most other apps do install.

well can you check the log from application manager and post the output from ecoach-maptile-loader_0.3_armel.deb package. You can find that log from Application manager-> Tools -> Log..

Well that's because section field in ecoach-maptile-loader_0.3_armel.deb is set as "utils" because it is not an end user application. ecoach-maptile-loader will be installed when you install ecoach from the extras repository with application manager.
Im not sure if the "utils" is right section for ecoach-maptile-loader but thats what someone suggested me to use...

That is exactly the problem. When I install ecoach 1.1, it tells 'unable to install ecoach'. Application packages missing ecoach-maptile-loader >= 0.3.
So it does not install it automatically.
Viewing the application manager log results in one line with 'hildon application-manager 2.1.16' nothing more.

What can I do with this ?

You have to install eCoach from maemo extras repository.
Easiest way is to go this address with internet tablet's browser:
http://maemo.org/downloads/product/OS2008/ecoach/
And click the green arrow which says "Click to install". After that it might ask if you want to add new repository maemo extras...etc just pres ok and it will install ecoach for you.

At least it should

I tried it but it does not show maps.
Using mapdownloader does not show maps either.
