Ok, I've been beating my head against a wall for a couple weeks on this, and still haven't come up with a solution that works. I've been reading up on several half-solutions. ukeyboard doesn't seem to affect BT keyboards (I could be wrong), and doesn't include dvorak anyway. I've given this a try already, with no results (even if I delete the entire /usr/share/X11/xkb/symbols directory, the layouts always seem to mysteriously re-appear back to normal!).
I've tried running CJK support, and I assume there could be some way to modify or add a layout to SCIM, which would affect all keyboards (on-screen, HW, and BT). This could be the most promising and perhaps easiest solution, though I'm not a huge fan of matchbox-keyboard, as there doesn't seem to be a way to input special characters with it (again, I could be wrong about that).
The best solution, of course, would be to merely *add* a working dvorak layout to the "default" list of layouts in the control panel.
