Yes, that's used for shutdown. The startup one is probably built into the bootloader.

First create an image (probably 800 x 480 resolution). Name it "startup_nokia_logo.png" without the " (and be sure to save it as a.png!)
Then type into the terminal (it may require root since it's in the /usr directory)
mv /usr/share/icons/hicolor/scalable/hildon/startup_nokia_logo.png /usr/share/icons/hicolor/scalable/hildon/startup_nokia_logo.png.bak
mv startup_nokia_logo.png /usr/share/icons/hicolor/scalable/hildon/
