I don't think there is yet, but you can zoom in and out in the normal picture viewer using your volume rocker.
I'm not sure about editing pictures. yet, there may be something in the pipeline?

Forgot to add, not sure about the manga you use or what file types but there are comic readers coming out soon, i think they are in extras-dev or testing at the moment.

best one to read comics/mangas is cbrPager for Maemo (from extras-testing)
there'S also gtkcomix or sth but haven't tried that and fbreader but i'm not sure about reading comics with that .. on a side note there's also an ebook reader with automatic loading from project gutenberg in there

me i was ashamed to ask that in this forum
i know the thread is old but just in case some one will try to find a good manga/comic reader i recommend mieru
it's a moe(cute) reader easy to use
