Simply put necoicould, PR1.2 contains what is called "Qt" version 4.6, which all new software is being coded in. The problem that is started to occur is software development is grinding to a halt because version 4.6 only comes out when PR1.2 comes out. So essentially we cannot move forward with improving N900 software until it's released.
Hence why the anticipation for it's release is so large. There are already applications sitting in the development repository that you are unable to install because the N900 does not have Qt 4.6.
And imagine the angry users they'd get if they gave themselves plenty of time for the release and then released early! Wow! Actually, who would be made angry if a release came out before it was scheduled?
How does Amazon avoid this problem, by the way? Is software from Amazon not subject to unpredictability?
List of new and fixed items are around, at least 300 public bugs fixed as part of this update
Pre-integrated Qt is perhaps the most important
However lots of people have been watching for bugs they are interested in

However its allowed new innovations to come server side to support backwards compatibility for released packages.

Sure, but the thing is that we are talking something that's in a bigger scale and device that people actually need. It will go more of testing.
You don't see any of the big phone manufacturers releasing their updates before it's done.
