I had the same problem until I discovered that the app "shortcutd" by default makes the phone vibrate when the proximity sensor is covered. Did you maybe install this app?
If yes: remove or edit it!

sounds like an app is foing it - mce has a list of vibrate commands built in - worth searching the forums for an xterminal dbus command to try them all out (Healthcheck has some built in)

I hope you have filed a bug against shortcutd about this problem?
https://bugs.maemo.org/enter_bug.cgi?product=shortcutd

If maintainers don't know about existing bugs they cannot fix their apps. :-P

https://bugs.maemo.org/show_bug.cgi?id=10073 though that report gladly accepts improvements and steps for this.
