Was just wondering if it is possible to write programs on the n900 using the pyqt4 package without having to write the program on the pc then transfer it to the N900.

The code, yes. There is even a very good code editor (done in PyQt :-) for the N900, Khertan's KhtEditor.
However, you can't run Qt Designer on the N900 itself, so you'll either have to code your UIs by hand, or do them on the PC.
