The idea is instead of having 4 separated homescreens, you have a continuos space you can scroll to any position; but also for when you want to go to an specific section the scrolling can also snap/spring to the positions equivalent to the old homescreens.
The way i picture it working would be depending on how high on the screen your finger is when you let go it will either stop where you left it, or snap/spring to the closest predefined position, or interpolate between the two results proportionally to where your finger was between the top and bottom extremes (at what position each of them is would be user settable, if less than the edges of the screen, when your finger goes past the limit the interpolation stays on the maximum for that direction. An alternative mode would be differentiating between regular dragging and tap-dragging (like a double click but you drag on the second click), letting the user choose which of those scrolls continouslly and which snaps/springs.
