There are different firmwares, some of which don't have fm capability. Do you have the global firmware installed? You could also download FMTX Faker - App enabling fm transmitter on devices having it disabled, and see if it works with that installed.

exact same thing happened to me. install fmtx faker and it'll work again.
I left my phone in for repair and when i received it back it was wiped.
I upgraded it to pr 1.3 and a week later noticed i couldn't use the fm broadcaster when i went to use it for the first time since receiving the phone back.
I downloaded the fm broadcaster widget, when click an error message says failed to change fmtx state appears.
