Two possibilities:

1. You're not root - you need to be root to run apt-get install

2. You have the Application Manager open on the task bar... App Manager is a GUI front end for apt and apt needs exclusive access to it's various files. Shut down Application Manager when running apt-get on the command line.

well no application manager is on. And when I log into root with xterminal I get the message "enable RD mode if you want to break device" then the command prompt? Is this correct?

Enable R&D mode, or install "becomeroot" from app manager. Read documentation, search.
